Para solo or with 4/4 party
So far I've played my para 99% of the time in a party of eight, not including the thirty hours I spent in Kilroy's dungeon. I use shouts and chants to keep my energy at full and everything is a breeze.
Then I went to a zone with only 4/4 and I was at 0 e the whole time. Then I tried Mano Norno whatever and died horribly.
What builds and skills do paras use for energy management when not in a full party/completely alone? And please, don't tell me to use /Rt for the solo quests. -.-

I use a blanace of Skills that REQ Adrenaline and Energy. I have no issues with low Eng.

if it is NM then theres not mmuch to worry about anway since they are all low level foes, but if your doing HM then you really gotta base your build more on adrenaline. If you have a necro just make him throw BR no you if he can. BR in HM help speed things up anyway sepecially if theres heros since they arent the best and energy mgmt.

Lower party sizes you do have slight energy issues (I have them from time to time too). My solution was to bust out my +5 energy spear and that does the trick nicely. From your post I gather you're not running Imba-can you post what you're running? You might need to modify some of you chant/shouts. And if you have alot of skills that affects allies, bust out a mini-pet. They (for some reason!) count as an ally for skills such as Anthem of Flame/Weariness and GftE.
For that solo quest of yours, try my "Coward!" P/W Norn tourney build. By alternating "You move like a dwarf" and Coward (and by kiting!) you can keep him KD most of the time.

Mano-a-Norn or whatever it's called is easily finished with just Barbed Spear and Maiming Spear. Anthem of Flame and Aggressive Refrain wouldn't hurt, either. Alternating "Coward!" and "YMLaD!" is a good suggestion, and probably even easier, if you have those skills.
I rarely have trouble in 4 player areas, but I usually run spearchucker builds with either Cruel Spear or Stunning Strike in those areas. I only encounter energy difficulty running an Imbagon bar, and that can be solved, for the most part, by severely limiting your use of the energy-based spear attacks.

I find by myself that AR is cumbersome-don't have a good shout really to keep it up often (GftE helps though). When I do something like this I use Drunken Master-gives both an IAS and a speed buff, which helps when you're running from a big smelly Norn.

you could take a weapon of fury/orders necro to help you out a little. then use adrenaline based shouts and spear attacks.

If you're soloing with a para, the suggestion is /Rt, but that's only if you're certain your opponent won't budge.
But solo para fights can be pretty interesting if you experiment. I did Mano a Norno with Summon Ruby Djinn, Ebon Vanguard Assassin Support and Finish Him! with barbed spear and anything else. Makes it quick fast and easy really with the multiple attacks, burning, bleeding, deep wound, cracked armor and knockdown..
In 4-man teams I just move away from shout reliance and use more spear skills and The Power is Yours. I haven't found another nice adrenaline based energy restoring skill that doesn't have a massive downtime like it yet.
